 | | Policies and Management Guidelines | With a strong determination and commitment to establish a manufacturing base in tandem with social and environmental development and adhering to the principle of “Thai Industrial Estate, Good Governance, Sustainable Environment, International Standard and Social Responsibility”, I-EA-T implemented environment management, safety, occupational health and energy management based on laws and international standards as it continues to leverage operational efficiency. To achieve these objectives, I-EA-T remains committed to: | - Develop industrial estates and industrial ports, as well as supervise and ensure that factory operations in industrial estates and industrial ports are in strict compliance with laws, rules, regulations and standards on the environment, safety, occupational health and energy management
- Develop industrial estates and industrial ports in a way that leads to an acceptable impact on natural resources, the environment and the community
- Protect and preserve environmental quality, as well as inspect and improve infrastructure facilities on a constant basis as part of the “Clean & Green” concept at both the industrial estate and industrial factory levels, to achieve efficiency in safety, occupational health, environmental and energy management
- Enhance knowledge and foster positive values concerning the environment, safety, occupational health and energy management among I-EA-T personnel
- Coordinate with industrial operators in industrial estates, industrial ports, the community and other organizations to maintain and preserve environmental quality, to manage safety and occupational health concerns, and to conserve energy consumption

|  | Guidelines on Safety, Health, Environment and Energy (SHEE) Management | I-EA-T has always placed great emphasis on industrial estate and industrial port safety, health, environment and energy management (SHEE). SHEE management guidelines are designed to supervise and control the development of industrial estates as well as the operation of factories on estates to ensure minimum environment impact and to maximum safety. The guidelines are divided into three phases. |
|  | >> 1. Development Phase | ใWhen developing industrial-estate establishment projects, I-EA-T investigates operational processes in terms of environmental impact and community acceptance. Preparations to prevent and mitigate environmental impact as well as measures to monitor and solve such impact are identified prior to project inception.1.1 Site Selection In selecting an appropriate site, environmental factors to be initially surveyed and considered include: - Principal Geographic Features - Land Utilization - Wastewater Disposal Options and Water Supply Sources - Air Quality and Noise Levels - The Neighboring Community 1.2 Conceptual Design The criteria for conceptual design are as follows: - Factories with similar wastewater are located in the same area. - Factories that do not pollute are located on the outskirts of the industrial estate compound. - The location of factories with air quality and potential odor impact is determined by taking the direction of airflow into account. - The waste disposal system is located in the center of the estate compound. - Optimal use of wastewater is taken into consideration. - At least 10% of the total area is allocated as a green area. - The industrial estate compound is encircled by a buffer zone. - The landscape and local uniqueness are taken into consideration. 1.3 Environmental Impact Assessment (EIA) The study and assessment of potential environmental impact from project implementation are utilized to identify environmental impact prevention and mitigation measures, as well as environmental quality inspection and monitoring measures during the construction and implementation stages. 1.4 Detail Design I-EA-T specifies that conceptual design information and the EIA report be employed in the design and construction of a standardized pollution prevention system consisting of: - Wastewater Collection Piping System - Central Wastewater Treatment System - Solid and Industrial Waste Management System

Construction Phase | | Under I-EA-T’s supervision and control, construction work is monitored to ensure compliance with proposed design standards and that work is undertaken in conformity with the environmental impact mitigation and environmental quality monitoring measures stated in the EIA report. |

Operation Phase | - Supervise and control industrial estates and factories on an estate to ensure compliance with relevant rules and regulations under normal, emergency and complaint conditions - Inspect and monitor environmental quality – e.g. water and air quality, noise levels and industrial waste – in industrial estates and industrial ports on a constant basis as proposed in the EIA report and in the event of an emergency and/or complaint - Restore and improve the industrial estate’s environmental quality, as well as raise environmental quality standards - Promote and elevate SHEE management to be on par with international standards through the application of ISO 14001, TIS 18000 and the ‘Clean Technology’ concepts employed on industrial estates and with factories on an estate - Encourage all units to undertake an efficient and economical fuel and electricity use, as well as rational and optimum water usage
In addition to SHEE management guidelines, I-EA-T has also adopted the private sector’s “Best Practice” operational guidelines, under which I-EA-T has devised an action plan that underlines its role as a regulator and the private sector’s role as a service operator. The action-plan implementation progress to date can be summarized as follows: | - Cooperation with the Private Sector in the Establishment of Industrial Estates
Under this cooperation, the private sector invests in the development of its own land, while I-EA-T supervises construction, the completed infrastructure and SHEE management to ensure strict compliance with accepted standards, relevant rules and regulations.
| - Operating Lease Contract with the Private Sector
Under an operating lease contract with the private sector, the private sector invests in the procurement of necessary equipment and tools not provided by I-EA-T.
| - Grant of Operating Rights to the Private Sector
I-EA-T signs a contract allowing the private sector to invest in the construction and development of infrastructure facilities in return for a share of the service revenue generated under I-EA-T supervision.
| - Co-investment with the Private Sector
I-EA-T and the private sector co-invest in the development and administration of infrastructure and utilities provided for industrial operators in an industrial estate.
